Why not create a different context category called "Folders"? You could assign single actions, projects, and reference items to that folder and still drill down to context and topics.

For example, if I had a "Home" context action with the topic if "Paint Walls", I could put that project in a folder titled "Home Improvements 2009".

Actually, from that perspective, we are creating a "Program" view of our "projects". All the associated projects and single action items grouped under one really big heading.
The administrator has disabled public write access.
